From January 2027, the childcare voucher system (CSA) reform will introduce important changes to how childcare services operate in Luxembourg.

At Les Petits Tournesols daycare, we are already preparing for its implementation in order to support families as effectively as possible, whether they are residents or cross-border workers.

This reform aims to provide more flexibility for parents while ensuring better well-being for children.

Simpler and fairer billing

With this reform, parents will only pay for the hours that are actually needed for their child’s care.

At Les Petits Tournesols daycare, additional hourly charges will be removed, and contracts will be reviewed monthly to better match the real needs of families.

This system will allow us to better anticipate attendance, organize our teams, and ensure stable staffing levels, directly benefiting the children.

Real financial benefits for families

Official examples show that the 2027 childcare voucher reform can significantly reduce costs for parents.

For a 2-year-old child, in a household earning between 2.0 and 2.5 times the minimum wage:

  • in a non-contracted daycare, the annual cost decreases from €5,394 to €330;
  • in a contracted daycare, the annual cost decreases from €660 to €330.

This reform therefore provides a real financial advantage without compromising the quality of care.

Child well-being remains the priority

Although the reform brings more flexibility, we remain attentive to children’s needs and rhythms.

At Les Petits Tournesols daycare, we will require a minimum weekly attendance.

This will most likely be set at two half-days per week, in order to maintain a stable and reassuring routine, which is essential for young children’s development.

We will adapt contracts with families in a supportive and educational approach.

Flexible billing in case of absence

The reform will also allow better consideration of everyday situations.

In case of illness or holidays, monthly hours can be adjusted, significantly reducing the cost when the child could not attend the daycare.

Improved supervision ratios from 2027

From January 2027, the reform provides for improved staff-to-child ratios:

  • 0 to 2 years: 1 adult for 5 children;
  • 2 to 4 years: 1 adult for 7 children.

Contract adjustments: an important step

As part of this reform, we will contact each family before September to formally update contracts.

In the meantime, we will ask you to complete a forecast schedule indicating the expected childcare hours and the preferred contract type.

This information must reflect the actual attendance of your child as closely as possible and must be respected, in order to ensure proper organization and staffing.
